Main Issues at the NATO Summit

BALKAN EXPANSION:

NATO is due to invite Croatia and Albania to join the alliance.

KOSOVO:

Allies will stress their determination to keep the peace with the 16,000-strong NATO force despite differences over Kosovo's break with Serbia. They will tell Serbia that the door remains open to closer ties and eventual NATO membership. They will make similar offers to Bosnia and Montenegro as part of efforts to bring the Balkans into the European mainstream after the conflicts of the 1990s.
