Balkans: Kosovo And Serbia Enter A New Era

The government of Kosovo is widely expected to declare independence shortly on the basis of a UN-sponsored plan, with the backing of the United States and most of the EU. Serbia's election for a largely ceremonial presidency is now behind it, but the country is moving into a period of political uncertainty. It is Serbia, rather than Kosovo, that merits particularly close watching.
